Rahul Tiwrekar

Rahul is a law graduate who further pursued Masters in Globalization and Labour from Tata Institute of Social Sciences, Mumbai. He has spent over a decade working on tribal reforms and advocacy in rural Maharashtra including legal aid, right to food and agricultural development. He also consults with Maharashtra State Government as a water expert on water scarcity issues faced by villages. His experience with the State Government of Maharashtra and Chattisgarh brings in a blend of understanding of the public policy. His area of expertise are labour issues, Employment guarantee Act and Forest Rights. His fieldwork is reflected in his writing which is published through various mediums. His work has been accredited by various awards and recognitions.

महाराष्ट्र राज्यातील नागरी व शहरी क्षेत्राच्या लगत वाहणाऱ्या अधिसूचित नद्यांची वहन क्षमता पुनरःस्थापित करण्याचे धोरण हा शासन निर्णय जलसंपदा विभागाने दिनांक 25 जुलै 2023 रोजी निर्गमित केला आहे. जागतिक तापमान वाढ आणि पर्यावरणीय बदल यामुळे पर्जन्यमानावरती जो परिणाम होतोय त्याला या शासन निर्णयाने अधोरेखित केले आहे. यानुसार पर्जन्याचे प्रमाण विखुरलेल्या स्वरूपात न होता केंद्रित स्वरूपात व कमी कालावधीत ढगफुटीसदृश्य पाऊस पडण्याचे प्रमाण वाढले आहे, असे नमूद केले आहे. परिणामी अशा पर्जन्यवृष्टीमुळे शहरी भागात पूर परिस्थिती निर्माण होते व जीवित व वित्तहानी होण्याचे प्रमाण वाढले आहे. यामध्ये सन 2005 ते 2022 इतक्या मोठ्या कालावधी मधील पूर परिस्थितीचा विचार केला आहे. याची कारणमीमांसा करताना असे लक्षात येते की पावसाळ्यात पुराच्या पाण्यासोबत आजूबाजूच्या डोंगरातील माती, दगड, गोटे, रेती असे अनेक पदार्थ वाहून येतात आणि नदीच्या सखल भागामध्ये जमा होतात. तसेच नद्यांच्या पाणलोट क्षेत्रात होणारे शहरीकरण,बांधकाम,वृक्षतोड ,रस्ते व रेल्वे वाहतूक इत्यादी कामांसाठी केलेला भराव व खोदकाम यामुळे आजूबाजूचा गाळ पाण्या...
